Export/Import an action set (or allow copy/paste between workflows Merged

I regularly re-use parts of workflows - particularly whren I have done some clever bit of data manipulation, or included somE API/Integration work - and as it is not possible to copy controls from one workflow into another (in a seperate window) - it would be useful if I could add these controls to an action set and then export it. And then import the action set into another workflow and adjust as needed.
